Regulations and Authorities

For this project, there are 4 companies involved under Regulations and Authorities. The companies are Energy Market Authority (EMA), Singapore Power (SP) Group, Singapore Civil Defence Force (SCDF) and Building Construction Authority (BCA).

Energy Market Authority (EMA)

The Energy Market Authority (EMA) is a statutory board under the Ministry of Trade and Industry. EMA main goals  are to ensure a reliable and secure energy supply, promote effective competition in the energy market and develop a dynamic energy sector in Singapore.

EMA has three key roles to play:

  • Power Systems Operator
    • EMA operate the critical delivery infrastructure used in the supply of electricity to homes, offices and industries
  • Industry Developer
    • We take a proactive role in developing the industry by advancing manpower capabilities, catalysing  innovations and establishing thought leadership
  • Industry Regulator
    • EMA regulate Singapore’s electricity and gas industries as well as district cooling services to promote fair competition while protecting consumers’ interests

Roles for this project:

  1. As the Power System Operator (PSO), EMA is responsible for the reliable supply of electricity to consumers, as well as the operation of the power system in Singapore. It will monitor the quality of the power in terms of frequency, harmonics, etc. generated from the plant to ensure the power quality.
  2. EMA provide the wholesaler licence to the company who can generate power in between 1 to 10 MW.
  3. EMA provide market participation licence, which enables the power generation companies to sell the power  and get paid.
  4. EMA will approve the power generation facility licence.
Singapore Power (SP) Group

Singapore Power (SP) Group is a leading energy utility company in Asia Pacific. One of Singapore’s largest corporations, SP recorded revenues of S$4.0 billion and assets of S$16.7 billion in FYP15/16. SP owns and operates electricity and gas transmission and distribution businesses in Singapore and Australia. It also owns and operates the world’s largest underground district cooling network in Singapore, and is setting up district cooling operations in China. More than 1.5 million industrial, commercial and residential customers in Singapore benefit from SP’s world-class transmission, distribution and market support services. The SP networks in Singapore are amongst the most reliable and cost-effective worldwide.

Roles for this project:

  1. Approval of Single Line Diagram of the project.
  2. SP Group will provide consultancy regarding the design of sub-station to ensure the compliance  Singapore standards.
  3. Provide the connection Scheme for the connection to the power grid.
  4. Approve the Sub-Station design and drawings.
  5. Provide guidance in design and construction of Sub-Station
  6. Will test the PV Plants equipment for compliance to Singapore standards
Singapore Civil Defence Force (SCDF)

SCDF administer Fire Safety and Civil Defence Shelter Act in Singapore. SCDF, maintain and enforce a high standard of fire safety and CD Shelter standards in buildings and premises so as to ensure a safe and secure home and work place in Singapore.

Roles for this project:

  1. SCDF will evaluate the fire safety of the plant  and will provide consultation to mitigate the fire hazards.
  2. SCDF will provide fire safety approval, after evaluating the plant layout and design.
Building Construction Authority (BCA)

The Building and Construction Authority (BCA) is an agency under the Ministry of National Development, championing the development of an excellent built environment for Singapore. “Built Environment” refers to buildings, structures and infrastructure in our surroundings that provide the setting for the community’s activities.

Roles for this project:

  1. BCA will provide consultation for the structural design of sub-station.
  2. BCA will approve the sub-station structural plans for the project
