Project Specifications –
Requirements Set by JTC

JTC is exploring to implement photovoltaic power system on a vacant land as interim use to contribute to clean energy generation in Singapore.

Development Requirements

The development of the photovoltaic power system is expected to be completed and fully operational by early 2019. The photovoltaic power system shall be connected to the grid.

The Photovoltaic Power System Operator is expected to propose plans for the photovoltaic power system incorporating the latest technology to minimise environmental pollution, solar glare  and other nuisance.

  1. Site Condition

    The existing site is accessible via Seraya Place. There is a roadside drainage culvert along Seraya Place for connection. The Photovoltaic Power System Operator is required to purchase its own services plan and carry out any services detection work prior to any site installation.

  2. Connection to Singapore Power Power Grid (SPPG)

    As the solar PV system is operated parallel to the power grid, your Licence Electrical Worker will have to consult SPPG on the connection scheme and technical requirements.

  3. Photovoltaic Power System Operator’s Key Obligations

    I. Design, build, construct, install, operate, maintain and fully finance the building, construction, installation, operation and maintenance the photovoltaic power system, including but not limited to the PV cables, inverters and associated equipment within the allotted plot;

    II. To install a minimally 4.2 MWp grid-tied photovoltaic power system on the allocated plot;

    III. The photovoltaic power system shall consist of but not limited to Photovoltaic (PV) panels and its associated cables, inverter and associated equipment and controls, etc. The PV panels could be but not limited to mono-crystalline, poly-crystalline, thin film (amorphous crystalline and/or CiGS) and high efficient (HIT or otherwise);

    IV. Provide its own electrical substation on the allocated plot;

    V. The photovoltaic power system shall incorporate the latest technology to minimise environmental pollution, solar glare and other nuisance;

    VI. To engage a Licence Electrical Worker of minimum Engineer grade to produce and endorse all electrical drawings necessary fr submission to SP Services/PowerGrid, for approval and also to EMA Inspectorate Division for the Electrical Generation/Installation License. Documentary proof of the acceptance of the installation should be submitted;

    VII. The structural support shall be designed in accordance with the manufacturer’s recommendation and endorsed by the Professional Engineer. Documentary proof of the acceptance of the installation shall be submitted;

    VIII. Appointment of a Third-party assessor to verify the installed solar PV system during the testing and commissioning phase and submit verification report to the employer;

    IX. The photovoltaic power system shall be provided with a Monitoring System to monitor  the PV output and performance of the PV system; at its own costs and expenses to obtain all the necessary approvals from JTC and the relevant authorities;

    X. The entire photovoltaic power system and associated facilities shall comply with all the necessary statutory requirements. The photovoltaic Power System Operator engage its own consultants to obtain all the necessary authority approvals required for this development;

    XI. At it own cost conduct all necessary tests and simulations including but not limited to Solar Irradiance studies to ensure compliance with the requirements of this tender and all relevant authorities requirements;

    XII. Procure and maintain adequate third party insurance, work injury compensation insurance and all risk insurance, and insure throughout the construction period and the Licence Term, the whole of the photovoltaic power system works to its full reinstatement value in the joint names of JTC and the Photovoltaic Power System Operator against loss or damage by fire and increase such insurance proportionately as the whole of the photovoltaic power system works approaches completion;

    XIII. At all times ensure a conducive environment to all nearby premises and comply with all the relevant authorities’ (in particular Nparks’ and NEA’s) regulations and directions pertaining to solar glare, whether the solar glare may caused directly or indirectly by the Photovoltaic Power System Operator’s operations. The Photovoltaic Power System Operator is also expected to propose screening and mitigating measures (aesthetics and reduction  in solar glare) to JTC’s and the nearby premises and relevant agencies’ satisfaction;

    XIV. At the end of each year, the Photovoltaic Power System Operator shall provide a report on the power generation and performance of the photovoltaic power system. The report shall include graphic representation on the power generation, in comparison with past year data;

    XV. JTC may request for solar power generation data to be provided from time to time. The Photovoltaic Power System Operator shall provide the required information upon request.
